why not cycle using ordinary shoes and ordinary pedals, and then move on to cleats when you feel ready? Alternatively, you could use pedals with straps on them to hold your shoes on.

Having used pedals with straps and now cleats, I'd recommend against pedals with straps. Great for a MTB where you won't have to clip out but on the road you do, and no matter how loose you leave them, they'll get stuck once.

Just start with platforms and normal runners if you are only beginning cycling although I have to say, the performance gains from proper cycling shoes and cleats is HUGE.

Best bet might be some of the basic MTB shoes, handy because you can walk around in them no problem, and later if you want to go clip-on you can get SPD pedals and cleats for them (and still be able to walk around). Not aware of any Road Shoes that would be suitable for using without cleats. Wiggle have decent looking Sidi Shoes in their Offroad section for about £100.
