Who is responsible for the boundry wall between 2 pieces of Land

Hi, my brother recently purchased and renovated a cottage in a rural coastal area on a few acres.
However recently the farmer in the neighbouring property has been calling asking my brother to pay for the repair of a section of boundry wall. The wall fell of its own accord and is of the old stone variety.
My brother doesnt keep any animals on the land and therefore doesnt really care about the small gap in the wall.
The neighbouring farmer claims he has to help pay for the repairs, needless to say my brother does not want to pay.

My own feeling is that the farmer is chancing his arm, but my question is simple...
Does he have to help repair the wall even though he does not have any livestock to try to keep in ?

    Is it a party wall?

When I bought my house many moons ago, I was informed by the local council and my solicitor that the boundary wall on the left as I look out the back door, is my responsibility. Don't know if that is still the case.

my understanding of a party wall is one that is on the dividing line of the two properties. Taking this to be correct then, yes i guess it is a party wall.

If both own the wall, then probably both have to pay.

There's an onus on a farmer to prevent his animals escaping, so more (most/all) the responsibility would be his, he could just fence the gap and make it an eyesore for the bro though.
