A relative is planning on getting a car in the next few weeks. She is a named driver on another car currently but that policy is due to expire soon. If she doesn't renew that policy, will her 1yr named driving experience stand to her when she gets her own policy in a few weeks time. Basically I'm asking does previous driving experience need to be in effect to benefit when the new policy is being taken out?

No, but most companies will require that the policy under which she was covered has not lapsed for more than two years.
