My best guess would be at the airport although they will "help" you nicely with the price it will cost you.

Very few car rental companies rent for only 1 day afaik. Minimum rental is usually at least 2 or 3 days to my knowledge.

Enterprise is on red cow end of long mile but closed on sunday. Hertz is on south circular road by the national stadium, don't know if it's open. Think budget is on o'connell st.
