Fibre Ducting in new Road builds

This is sorta Nets & Comms question, but does anyone know if the NRA actually did put Ducting in on new motorway construction that could be used for Fibre Optic cabling. I've seen comments that they did and there is a commitee debate where Noel Dempsey mentions it:

    There is indeed

Two issues have historically arisen with these ducts

    1. The NRA and County Council ping pong buck pass when you try to get access . Morons :( Councils and NRA flip flop even more when a PPP scheme is involved . Morons :(

    2. The roads don't go anywhere ( much) at this point, you could do Naas - Porlaoise and Lucan - Athlone today . Or Watergrasshill - Cashel if you wished. In a years time you will be able to actually GET somewhere in these ducts .

Having added those two important caveats as to their actual usability I now present you all with a MAP of these ducts . The ones in Red are 'planned' but not built . Note the Ennis Bypass has none , that gives you an idea when they started to plan them ....well into this decade.

Indeed, though you would think it would make sense to use any of the prebuilt Ducts to interconnect any of the MAN's (Metropolitian Area network) in the vinicity.

With Ducting from Galway to Athlone once both N/M6 projects are completed you would able to connect the following MAN's together.
    1. Galway
    2. Athlone
    3. Ballinasloe - supposdly Phase-2 MAN
    4. Athenry - supposdly Phase-2 Man

Of course Gort is supposdly also a Phase-2 town so if there's ducting in the N18 that would help. Knowing infrastructure planning in this country though I can't see any of this been done in next 10years, awh well
