caught smoking weed in strange circumstances

ok whilst in college approx 8 months ago, i was found smoking a joint with a friend in my car in college car park by 3 undercover gardai. they subsequently searched me/my friend/my car and found a rolling box with smoking paraphernalia and about 3/4 grams of weed.

they did not seem at all keen for the college to know that they had been looking around the campus, they even went to far as to say to us to look casual as if we were just having a chat so no college figures of authority noticed anything.

they questioned us at length about from whom/where we got it etc, used lines such as 'there's no friends in this game lads, you'd do right by your parents to tell us'. i told them i got it at a party a couple of weeks previous. they did not buy it. one of them gave me his phone number and took mine and said he would call me in a few days and i would give him a name of someone who sells weed. he called 3/4 times over next couple of months, i ignored all calls.

then today in the post i receive this letter...

re: summons at tallaght district court on the 10th july at 10.30

in relation to the above i wish to inform you that garda smith will be unavailable to attend court to prosecute your case on the above date. garda smith will be represented by the court presenting sergeant who will be seeking a remand of your case to a date in the near future.

you will be cautioned of this new date as soon as one becomes available to garda smith,

forwarded for your information and attention

    garda john smith

now, firstly, i have not received a summons previous to this, this was the first i had heard of any court date. also as far as i know i have not been charged with anything.

secondly, i would like to know if the gardai are allowed to do what they were doing that day(snooping around a college campus without prior knowledge by the college). if not, how should i go about using this information

thirdly, i thought i heard something about expiration of charges such as these after six months, is this true?

fourthly, what should i do from here?

    thanks in advance
