Try set them where the fox is coming through a ditch or a pass. Set a hoop about a foot in diameter and keep ir roughly 8 inches off the ground. Check it at least 3 times a day.

These fox snares have to have a deer stop crimped onto them so as the closed loop forms a hole no smaller than 104mm Dia when fully pulled.
You can then legally use a lock snare sliding eye. AFAIK you should check them daily acc to the law. There is no issue placing them on or at a fence (in Ireland) but if placed in open foliage where other livestock have access then Irish law states that crossed sticks but be placed atop of this snare to keep other larger animals free from possible entanglement. There may also be legislation as to the minimum number of strands and to the thickness of the snare wire itself.
These snares must also be fitted with a swivel and fastened to a secure object
Last thing is that these snare will generally result in live catches so bring a 22 or some No4 shot.

General snares for foxes are placed in or around ditches or on there jumping points (over wall and trees) but the heavy duty snares will inflict serious damage to cattle if they happen to be caught up in one. Rabbit snares being much lighter and only secured to a peg will be either broken by cattle or dislodged from the peg.

    A word of warning!
Once upon a time in a field far far away!:D, a local bull nearby was losing a lot of weight. Nobody could figure out why he was not eating, until the vet opened up his mouth and found that his tongue was nearly cut off by a snare. the snare was still cutting in and the bull could not be saved, so it was shot.
