Unladen weight problem

I am just back from Germany with a mh that has 3010kg on log book. I made this a prerequisite with the dealer before I purchased.
I went to my local vro office who told me to get it weighed locally and then the head office in Rosslare would probably call for a supervised weigh in.
Off I went and found the weight to be significantly below the 3 tonne barrier.
In my consternation I have since found out that a German unladen weight allows for a driver of 60kg to be included. The Irish unladen weight does not allow for a driver.
I am now in a hole and am looking at the possibility of moving the mh to France and registering it there. I reckon I will need a french address. Was wondering if this has been done before and any tips or advice
So much for the EU, not only do we have to pay vrt but then toe logbooks can't even correspond with each other.
