Can I apply for a grant in the second year of a course if I either dont get approved for it or dont apply for it in the first year? I am starting college in sept 09

Yes, if your circumstances have changed or if you'd now be eligible you can apply.

Thanks for your help. Also does anyone know what the situation is if the only proof you have is a mobile bill and bank statements to prove your address. TIA.
