drilling inti bad walls

    I am trying to put up shelves in a room in a very old house - pre 1890. The plaster appears to be coming away from some walls in places, but where I'm trying to drill it seems ok, it just crumbles away! I can't make a small hole without making a large hole!! If anyone can give me some tips to overcome this problem, I would much appreciate it!
