confusion over property rates... help please!!

    We've been contacted by the valuation people and they reckon we should be paying rates on a yard that my partner uses to store his trailers and work materials etc.
    it's part of our garden, we sectioned it off to keep the trailers safe. the guy i spoke to was useless, i nearly lost my patience with him as every time i asked him to explain what made it a commercial property he got very defensive and flustered as if i was going to start shouting at him. there are a couple of displays of paving on the ground that he uses to show clients he's doing work for but we don't sell anything. we have a sign outside saying it's a display centre with opening hours but its never "open" so the sign is coming down. sorry for waffling but the website is baffling and the phone number is ringing out. does anybody know what makes a yard rateable?
