    A friend of mine moved into a rented house about 3 months ago and was unaware that the landlord should have provided her with a BER cert. After I advised her that she should have it (a bit late then admittedly) she has repeatedly asked for the cert and the landlord has refused.

    The question is - who does she now make an official complaint to - DoE or SEI?

    First off I would do an MPRN search on the SEI site to see if a BER has been done on the property. If not then I would notify SEI and ask their advice on who to contact. If SEI dont respond sufficiently its an enforcement issue and the SEI tell us that this is being handled by the planning enforcement people in the local authorities.

    Contact the LA . They are responsible for enforcement of BER . SEI are not .
