Bank loan and Rent Allowance?

Can a bank loan be taken into consideration when it comes to rent allowance reviews? We don't think it can be as a loan rather than being savings is actually an outgoing (as we have to repay it weekly)

It's just that we have gotten a rent allowance review form and they (the HSE) also want a bank statement. That bank statement will show that there is a few thousand euro in my account but that is a bank loan! If it is taken into consideration then we'd be better off to simply pay that money into our loan account and reduce our loan! But we don't see how our bank loan could be taken into consideration. Any thoughts?

By the way, we don't know how on earth we got a loan (2 loans actually) within the last 12 months but we did even though we were unemployed.....amazing! Maybe if social welfare is reduced next December then NAMA can take over our loans too!
