My way of doing this would be:

    1. Open the jpg in GIMP (a brilliant and free image editor) http://www.gimp.org/downloads/

    2. Add your text using GIMP's text tool. When you're done, go to edit - copy.

    3. You can then paste your modified image into MS word or OpenOffice Writer
    http://download.openoffice.org/ and print/export to PDF.

There's probably an easier way but there's my two cents.

get pdfcreator from sourcefourge - free open source etc.
it sets up a printer, when you print to it you get a pdf file or other formats

only works with apps that can print , you may have to use custom paper sizes if you want to bigger than A0
