According to welfare.ie the HSE is still responsible for this payment:

    http://www.welfare.ie/EN/Schemes/SupplementaryWelfareAllowance/Pages/BacktoSchoolClothingandFootwearAllowance.aspx

    It also states that:

If you got the Back to School Clothing and Footwear Allowance last year, you will be sent an application form in the post.

If you did not get the Allowance last year, you can get an application form at your local health centre.

Was it your CWO that actually told you they were not accepting the forms this year?
If it was, i would ask them where you have to apply.

I have just been to see my cwo and its true the arent taking the forms anymore.
From sometime this week the will have a poster up in there offices and information in the national papers explaing this change, we will be told to send it to a po box number. Apparently a new goverment department are in charge and now it will take 6 to 8 weeks to get the grant insted of 2 to 3 weeks, so we might get it before the kids go back to school if were lucky.
I can see a lot of kids going to school without all there books at the start of september.

My husband went and filled out our Back to School allowance form yesterday and then handed it into the local CWO officer personally.
He wasn't told anything about the CWO not dealing with it:confused:

Must ring the CWO officer tomorrow and make certain that he is gonna deal with it

Hope this helps......(They have each county listed and the arrangements and you can download the form also)

    http://communitywelfareservice.ie/cws_public/content/back-school-clothing-and-footwear-scheme-application-arrangements

Back to School Clothing and Footwear Scheme - Application arrangements

This scheme gives assistance towards the cost of clothing and footwear for children of school going age. The scheme operates from the start of June to the end of September each year. It is an administrative scheme, separate from the Supplementary Welfare Allowance scheme, and both the qualifying criteria and assessment are different.

An application form for the scheme is available here, and further information on qualifying criteria and rates is available from the Department of Social and Family Affairs website. There are regional variations on how it is administered. See below for further details of administration arrangements by County.

The forms are available from your local Health Centre and you return them to an address which is on the form. The CWOs don't deal with them this year. :)
