Double Tap

Just a quick rules question lads.

One of my mates did a double tap today with his lob wedge, i.e. hit the ball and then again on his follow though. One of the other lads said he had a 2 stroke penalty for this "hitting ball in motion" plus the original, so total 3 shot penalty. Is that correct as I would have felt it was a 2 shot penalty full stop.

Any help appreciated as it would be nice to know.

Rule 14.4 one penalty stroke making 2 strokes in all.

Just for clarification say I'm taking taking my 3rd shot and have a double tap, am I now taking my 5th or 6th shot? In my understanding of the rule above I'd be taking my 5th shot. is that correct?
