Can I back-claim the dole to Feb when the state maternity benefit finished?

I'd say it's unlikely.

No harm in asking the social welfare, though.

I would say it is unlikely although on the Jobseekers form you can write in why you didnt sign on sooner. I'd recommend you fill that in and see what comes from it.
