How about just give yourself ten minutes to read it all, then divide the marks by the time. That's all you have to do, no point spending too much time on something if something else is worth more marks.

    Part A - 40 mins
    Part B - 40 mins
    Essay - 90 mins

    I'd recommend:

A - 50 minutes; 15 minutes on each of the 15 mark questions, 20 minutes on the 20 mark question
    B - 35 minutes
    Essay - 70 minutes

That leaves you 15 minutes to read the comprehension, and maybe a few minutes extra to re-read your work as well if you're lucky.
