Isn't the iPod basically a hdd player?

I know what your saying but you could say the same thing about a portable cd player with a tape adaptor but its still not a car cd player. I know JVC make a head unit that you can copy a cd to hard drive inside it.

Plus how can someone safely operate a cd player whilst driving?

I remember seeing a Linux-based head unit back in 1998, but it never took off.

I had one of those, a Rio Empeg. Was $1000 when it first came out and that didn't include a FM tuner or an amp. Later they sold off most of the stock (only 1000 were made) for around $300. Fundamentally flawed but a fantastic piece of equipment at the same time. It even ran apache!
