looking to see if i can avail of the GP visit card, my question is not if i can get it, but if i was to get it and GP had to refer me to A&E or to see a consultant in outpatients for any reason, would i still have to pay for the hospital treatment/stay, or would i be covered by the state.

Having a GP referral for A&E exempts you from the charge. But presenting with just the GP visit card and no referral would mean you had to pay.
