    I almost broke mine by tightening so beware.

    I do have a very cheap bike though.

    Torque wrench. Make sure the gap between stem and faceplate is even between the top and bottom bolts.

    It's definitely the bars?

    About 98% sure.The BB is making a whole different set of noises.(watching a crankset and BB on e-bay)

    I had a lot of creaking coming from the handlebars / front fork found the solution which was surprisingly easy in the end;

    Just remove the front fork and grease (I used lithium grease) every articulating surface and hey presto squeak gone. And bike back in flying form.
