Novice question on wheel rims

    I have a scooter that I use with my dogs, it has bike wheels on it and the front tyre keeps going flat. I have fixed one puncture, but can't seem to find anymore. However, when I took the innertube out today, I noticed that the strip of rubber that runs around the inside of the wheel rim, covering the spoke rivets is very tatty in places, and has fallen off. I think thats causing the problem, so just wondered, can you get that rubber easily enough at a bike shop?

    I used insulating tape on a 50 year old rims that are COVERED in rust. No punctures in 6 months.
