Not sure but there are a couple of swimming pool companies in Ireland, also one in Belfast iirc(might be cheaper to buy it there).

If you ring them I'd say they have good info about planning restrictions as its their game and they should know about those kinds of things.

Phone the planning department in your local council and they will be able to give you some advice. Of course, if it is in a building over 40m2, then you will need planning permission.

Excavations over 1m deep also require planning permission.

It is not impossible to get planning permission for a swimming pool. Last one I dealt with the main issue was the release of the contents of the pool, an adequate system to deal with it seperate to the house's systems, chemicals involved, etc.

I have secured several Planning Permissions for Swimming Pools. As long as the application is given sufficient consideration, and detail is communicated to Planning authority, should not be a problem.

I dont think you need planning permission for a pool above ground.

The water discharge is a good point but what about water usage involved? Surely there would be costs other than normal domestic charge for this?

Not unless the water was metred and charged by usage, then it's just the initial fill and top ups from there.
