De-horning calves, what age

I'm in the Suckler Scheme & under this calves have to dehorned within 3 weeks of birth, if after 2 weeks an anaestic must be used.

I asked the vet the first year, the ideal size to dehorn at and he said about 7mm or so. The problem is most of my calves take about 6 weeks to reach this size. Heifers are slower than bulls and continental breeds like the Charolais are slower again.
I did them before within 2 weeks and I had to do them again. Now it's a tough enough job, on me and the poor calf without doing them twice.

Lets say at the moment I'm being creative with the dates.

Would like to hear what other people do?

every animal is different... creativity is needed.... the dept is stupid to think they can generalise with a 2 week marker
