Swans in immediate danger

    I was just at the Barrow and I saw a large block of styrofoam in the river. The swans were eating this and I'm concerned for their safety. I managed to find a long stick and dragged the block out of the water but there's still a lot of small pieces left. Is there anyone I can call about this? I tried the Irish Waterways officer, but I can't get through. Anyone else I can call at this time of night (9.30PM)?
