First floor UFH insulation question

    I'm quoting mellor here (hope you don't mind) from the current Precast/Prestressed thread:

    "In relation to first flor slab and hollow core, insulation is used when there is Under Floor heating. This would restrict the passage of heat to the room below. A plus for obvious reasons."

    Why is this ? I understand that with no insultation your FF UFH will take longer to heat up upstairs and add heat to downstairs but if run properly isn't this the point, that UFH turns all the floor slabs into giant storage heaters.
