Hi all, I am considering purchasing an old hostel building in order to set up a café. Just wondering if I would need to apply for planning permission re change of use from hostel to café?

Yes, this needs Planning Permission for a Change Of Use and a Fire Safety Certificate.

Agreed.
You'll probably want to add signage or shop front which would need PP anyway.

You will also need to comply with the HSE design requirements for food premises.
