Is there any wise soul who can explain how the early rounds in this year's football qualifier stages will be run off? http://www.gaa.ie/page/gaa_football_championship_2009.html#qs Is last year's league division 4 exclusion rule gone this year? What is the round of games chalked in for the 27th of June in the above link?…

Is last year's league division 4 exclusion rule gone this year? What is the round of games chalked in for the 27th of June in the above link?
"may be on an arranged basis to reduce the number of teams of 16" but for the following round say it incliudes "all the Counties that do not qualify for Provincial Semi-Finals" (my emphasis).
