Photoshop 7 - Move Tool problem

In PS7, in addition to the usual arrow and white box with black cross in it, the Move tool has developed what looks like a photo frame with boundaries made up of slanted dark lines. Does anyone know or recognise the problem and can offer a remedy?

I think you need free transform. CTRL+T.
