Windows XP services issue

I have an issue with a Dell laptop which has XP sp2 installed.

I noticed after the PC was started that I was unable to copy & paste or move any files, directories or shortcuts about.
After looking into it I could see that the PRC service which is set to automatic on the machine did not start. If I go to services to try and start it myself I get an error that says:

“Could not start the Remote Procedure Call (RPC) service on Local Computer. Error 5: Access denied.”

Was hoping someone has had this issue before and knows what the best way is to resolve it.
