Does this gradually increase over time (as in degradation) or is this the same from day one. I'm wondering since i got my current pc second hand and it statics on headphones and led activation

Its usually due to bad grounding inside the pc and interference. Not much you can do unless you want to rip your pc apart and sort out all the cabeling and ground off all the screws.

The noise could also be coming from the wall. House AC power is typically quite "dirty" in terms of emi/rfi noise. A surge protector with noise filtering is what you want.

Using digital USB headphones will work cleaner than analog ones, too.
