Marathon pace training strategy

Right now I'm building up the km's weekly slowly but surely, currently that's about 10km five days a week and one longer run of 2x+2/w km (eg 26 this week, next will be 28).
For the moment I'm keeping a 5min/km pace and if i cant sustain that on the longer long I don't increase its length until I can.
Now, I plan on doing that right up to maybe 38km or so and then focus on improving the pace.

Does this seem like a reasonable approach, i.e. build up distance first and then focus harder on pace afterwards?

Secondly, during a marathon do people tend to plan to run a bit faster in the beginning and slower or is it better to keep a steady pace throughout?

My personal feeling is that once a rhythm comes established its probably best to try and keep to as close to the target overall pace as possible with maybe a 10 second per km allowance for the last few km as fatigue sets in?
