    there is a distance of about 6 feet between my hedge and the edge of the road. The road is slightly higher than my lawn but the lawn never flooded as a slight mound of clay/dirt had built up at the edge of the road. The council recently came out and dug sections of the clay out and now the garden floods with heavy rain.. Who's responsibility is it to maintain this section ? Can i do work on it or is it the Councils property? And if so can i request them to come out and do a proper job on it??

    Check out the maps of the area to see who owns what. Did you buy the house recently? If so, your solicitor should have sorted out boundaries etc beforehand

    Have a chat with your local area engineer, ring the roads dept of the LA to find out who that is if you don't know, those people are usually very approachable and solutions are always possible. Failing that, local councellors should carry a flag on your behalf to the senior or county engineer.

    from memory... there specific laws regarding the onus being on the property owner to upkeep the lands between boundaries and public roads...

    ill see if i can search around for it...
