employer hiring cartels

    I work for company A, I have apllied for a job to another local company, B.
    Company B have an informal agreement not to hire employees from company A (& vice versa).
    I believe it was put in place to limit wage competition.
    And so, I wont even be interviewed for a job that looks interesting, and for which I am qualified.

    This makes me quite angry, this appears to be a form of cartel.
    Surely these agreements are illegal ?
    Is there anything I can do ?

    Proving any of it will be the biggest problem.

    yes I agree, proof will be difficult unless they trip themselves up in an email or something (these are IT companies).
    Assuming they do trip up some way, what could/should be the next steps to take ?

    Has anyone else ever experienced this sort of situation ?
