Rape and killings by the "good guys" - common?

    While this particular case is particularly shocking I have read about many cases of UN peacekeeping troops etc. being stationed in a country and abusing their positions of power for sexual favours etc.

    I was wondering is this just part and parcel of army life when stationed abroad? Things can be dull and a prostitute is a good way of passing time?

    I see three layers:
    1. Just getting a prostitute
    2. Abusing positions of power to coerce unwilling participants into favours
    3. Raping and killing the family afterwards (this case)

    Obviously no.3 is not a standard part of the army. But is any other layer accepted (knowingly or tacitly)?
