    Very simple question;

    Is it illegal under Irish law to threaten to kill someone?

    My own reaction to this was initially yes of course. But I was told that it is not in fact illegal.

    Anyone with some solid references to back-up / dispel my friend's claim?

    Just for the purposes of answering your question, a threat to kill or cause serious harm to someone is an offence under s. 5 of the Non-fatal Offences Against the Person Act, 1997. You can see from the section that it's taken seriously (see the sentences).

    Section is here: http://tinyurl.com/dxxogq.

    Threats are also potentially covered by other sections (assault etc.) and probably covered in other legislation as well, but the above relates to your exact question i.e. a threat to kill.

    I hope you had a good wager down.
