I just got a non geographical (076) number from blueface. Question is if my friend rings me from another voip provider e.g. skype then will they be charged?

Most VOIP providers will not charge you provided it is a SIP call.

Blueface is a VOIP provider using the open SIP protocol.
Skype is a VOIP provider using a PROPRIETARY protocol.
So there is no SIP commonality on both sides and won't be a free call.

The only (official) way to establish a connection between the two is via the PSTN network (Eircom e.g.).

Therefore the person using Skye will need Skypeout credit to call your 076 number. Alternatively if you wish to pay for the call the Skype user will need a SkypeIn Number for you to dial.

If the other person is using SIP you should be fine.
