My Acer Aspire 5720 notebook has loud fan noise.
Even opening a browser window or clicking an URL starts the fan.
Laptop is 1 month old...so dust is no issue.
I have disabled many services and run on startup processes.
Also changing power schedule to portable does not bring any remedy.

    Vista Home.....

Well there are fans in your laptop you know...

Does the fan make excessive noise from the moment you turn it on or does it just do it after you've had it on for a while?

The fans are there to cool the components, the components get hotter the longer they're on or the more stressful a program is...
So the fans have to try cool them more.
It could also be that if you're using it on your lap you could be blocking on of the fans exhausts which would make your laptop increase in heat quite a bit...

    Install this: http://www.almico.com/speedfan.php

At least you can rule out overheating then.
