I think Richard is jumping through time, at different points his knowledge contradicts his position in time. That and obviously he looks roughly the same age the whole time so heres a guess at the order of the time jumps:

73- met Ben – scruffy looking possibly before any time travel
JUMP

-Probably some stuff happened that we haven’t seen before

74 – strolls into dharmaville with torch – may know Locke and bomb sayer says" you met Locke /there was a bomb"
77 – heals Ben – doesn’t remember Faraday (before 50s) or bomb

54- met Locke/ Faraday didn’t know Locke
56 -watched Lockes birth

61- met child Locke (wasn’t right time) picked knife
71 – tried to get Locke to join special school (may not have been there)

Jump
2001 - Gets Juliet to go to island
2004- after the plane crashed- gets introduced to Locke at some point
2005 – Ethan told Richard at some point he shot locke- Richard prepared , heals him -told Locke he wouldn’t recognise him in the 50s gave him compass (happened after 50s)

When Locke told Richard he was from the future, Richard didn't believe him. He was equally surprised to hear that Faraday was Hawking's son in the 70s. So I don't think he's time travelling.

He does remember Faraday in '77. But it's been 20 years so he doesn't immediately recognise him.

The dirty primitive look he sports in some time periods is obviously just a disguise.

However, Richard could find the ability to time travel at any point in time, eg: in 2020 he discovers how, then jumps to any and all points in the past as indicated by his prior meetings with people telling him they are from the future (or the past)....and still function in our (the viewers) time.

I think the important thing is that the man doesn't age.

I want to know how he knew what to tell Locke when Locke was just shot by Ethan. That seemed really out of place, must tell us something about Richard.

I think there was a flash just after he got shot, so ethan probably went back to camp said i just shot some guy and he disappeared, Richard then knew locke was going to reappear in the same spot so he was ready for him, doesnt explain how he knew when he would appear though.
