been waiting for years for our local exchange to be upgraded. been following developments on this site for the last year as it was the only place to get reliable info. was promised and promised and promised by our local td that it was coming. it was upgraded 2 weeks ago. got a nice little congrats letter from eircom advising us to avail of their high speed internet and check broadbandatoz.ie to see how high our speed can go - "This line does not meet the required standard for eircom broadband".
They have now moved on to other exchanges. our lines are not scheduled for any upgrades in the foreseeable future. 3 say that it is unlikely that their network will be available in our area. Dial-up clocks in at around 8 - 16kbps. This site takes about 2 min to load.

    TD got a connection though

If you are only getting those speeds on dialup you may be able to force Eircom to provide you with a new line as they have to at least provide 28.8kbps on all lines.

I wouldn't bet on it though. And even if you do get a new line depending on when it was put down you still might not be able to get broadband.

You also have to keep in mind the problem might be with your internal wiring or a piece of equipment attached to eircom's network which is causing the test to fail. This would also account for the slow speeds on dialup. It is unlikely however. Just in case I would attempt a connection on the eircom master socket.

New eircom line is free until 22nd May

    http://www.eircom.ie/About/Activities/internet_special_offer.pdf

    Standard Connection Promotion
eircom Residential PSTN Standard Connection Promotion
Promotional Period : 23rd February to 22nd May 2009 (inclusive)

A NEW line must support 28.8k minimum . You can order Standard Connection and Broadband together on eircom.ie by stating that the premises needs a phone line ( that there is not one already )

You may then cancel the old line but you should transfer the number to the new line if you want to keep it . You pay 2 month line rental for one month as they overlap and cancelling the old line is free.

Conditions ( print the pdf out for safe keeping )
The offer applies to Residential Standard PSTN Connection and Residential Standard PSTN Removal Orders received during the promotional
period. A maximum of one order per account may avail of the promotional offer.
    2. The offer applies to Residential Accounts only. The line must be retained on a Residential Account for a minimum period of six months. If the
line is transferred to a Business Account, or ceased and then re-instated on a Business Account, eircom reserves the right to apply the Standard
    fee of €107.43 (ex VAT).
    3. Normal line rental charges will apply.
    4. eircom reserves the right to withdraw this offering by giving relevant notice in accordance with normal requirements.
    5. Usage of eircom PSTN service is deemed to be acceptance of the eircom general Terms and Conditions of telephone service.
    6. A Standard PSTN Connection is one where the telephone service cannot be activated remotely, but requires manual intervention by an eircom
technician, whether inside or outside of the premises where the service is required
    7. Under the Universal Service Obligation (USO) regulations, eircom is obliged to provide service up to a “cost of provision” threshold of €7,000. For
the duration of the above promotion, the connection fee of €107.43 (ex VAT) is waived, but this threshold will remain in place. Therefore, where the
cost to eircom of provisioning service exceeds €7,000, the applicant will be required to meet the costs above that threshold in order for the service
    to be provided.

    Not true!

28k8 must be provided on a best-effort basis. eircom are perfectly allowed to, under the current USO, and its implementation by ComReg, to say "no, sorry". They can't do that for every line, but they certainly can do that in some cases.
