Tools to help collate and tag comments

I want to categorise these comments and produce a summary report of the comments, some of which fall into several categories. I've started to capture comments in an Microsoft Excel spreadsheet, but it's not any great help for comments…

Doing a short project in work and I need to collate feedback from out department group. I want to categorise these comments and produce a summary report of the comments, some of which fall into several categories. I've started to capture comments in an Microsoft Excel spreadsheet, but it's not any great help for comments in multiple categories.
Anyone got any ideas about something I can use? On Windows.
Some sort of tagging as many blogs do is what I'm thinking of, but other suggestions welcome.
