Paragraph Symbols?

I wasnt too sure where to put this, but I have a quick query I was hoping a fellow boardsie could answer for me.

In novel-writing, why are there sometimes random symbols between paragraphs? The most common seems to be * * *, and its something I've encountered a bit while reading lately. Are they functional or purely ornamental? I'm also writing something at the moment and was wondering if I should throw in a few of these sporadic markings for good measure?

    Thanks!
