Help - Computer won't boot

    Computer won't boot anymore.

    Fans are working.

    We tried the following, switched power supply with one that I know works, displayed the exact same behaviour. Turned on machine with CD ROM IDE cable unplugged and the CD ROM drive receives power. When the IDE cable is plugged in, it doesn't receive power. (Why is this?)

    When I try to shut down the machine (hold power button for 8 seconds), the machine restarts

    Honestly i'll admit I've no idea whats going on but you can start with some of the basics:
    open up the computer take out the bios battery and leave it out for about 10 mins. Put it back in then take out all your cards (such as pci(e)) etc (leave the ram in)
    Unplug the drives (cd rom/floppy/hard drive)
    leave a keyboard in (ps/2 preferred or else usb) and remove all usb connections. Boot up and see if you at least get a bios.
    If everything goes well try a live cd if you have one (such as ubuntu). Try plugging in the hard drive then each of the hardware pieces until you start getting things going wrong again.
