My own view would be, probably not.

Your local elected representative will also be able to assist.

I believe that the Housing (Miscellaneous Provisions) Bill 2008 is on it's way through. This should address the issue, and remove owned apartments from the juristiction of the Residential Tenancies Act 2004.
