    Have heard of a few places being sold lottery style, personally I think anyone would be insane to get involved in something like this.

    Also:
    In the event that there are less than 12,000 (twelve thousand) tickets sold all monies will be refunded save and except for any such monies deducted by Paypal in refunding the said money due (approximately €4.00)

    enables them to say 'oh only 11500 tickets sold, sorry guys, plus at €4 'paypal' cost per ticket, we're keeping the 46 grand, thanks!!'

    I would have said that there has been a property scam going on for the past 8 - 10 years.
