You know Jpeg is an image format right? Do you just want to take a still image from a video?
You know, when you take a digital photo its a jpeg, the image of your avatar is a jpeg etc etc....

Media Player Classic allows you to take screenshots from videos, should do what you want.

VLC player will also let you save what it calls a 'snapshot'.

If you're using Windows Media Player to view the video and it's version 9 or later, you can press Ctrl+I and it'll let you save an image of what's on the screen.

What program are you using to watch the video?
