    None.

    Neither Mobile (3G/HSPA) nor Satellite delivers true broadband.

    The maps are USELESS. They only show Electoral Districts. They have no relationship to Mobile Mast coverage. Satellite usage is capped at 8%.

    An Electoral District can have up to 39% unavailability of broadband and is excluded from the scheme
    Many of those Electoral districts have real Fixed Wireless, DSL, fibre or Cable Broadband which is preferable to either of the NBS "solutions".

    In many countries the NBS would not meet Advertising Standards, never mind Broadband Standards.


    Why?
    Satellite > 790ms Latency.

    Mobile (EDGE/3G/HSDPA/HSPA) fails Broadband criteria:
    * Speed can be 50kbps to 5Mbps. No QOS or consistency.
    * Latency 70ms to 2000ms, typically 120ms
    * Not always on
    * May not connect
    * Sessions dropped.
    * No true control of contention other than refusing connections
    * Severe jitter
    * 3G based (HSDPA, HSPA) is CDMA based so adding users shrinks coverage.

    In a significant number of locations, approaching 50% of users as the system gets loaded, Satellite will perform better on
    * Speed
    * Jitter
    * Always on
    * Not losing sessions
    * Contention Control

    In some cases Mobile latency is worse than Satellite. For Web pages, the Mobile Latency at 250ms gives a worse experience than Satellite Browising as 3G protocols do not use ARP & IP spoofing/Caching. Neither is much good for online gaming or VOIP.
