Similar to the matching set in Phoenix Park and the Embankment along the Thames in London. Looks like they might be driving on the left in that picture so possible that there was a third one of those needles gifted by Egypt to some other part of the empire?

Its definatley Thailand. Theres a King Bhumbipol shrine in front of it. Don't know if a Cleopatras needle was given to them, may just be a standard obelsik.
