    i think its great for dogs to socialise with each other. often the 'grumpy' dogs you would meet have never had any interaction with other dogs, hense why they snap when you meet them on the road. the only negative thing of having dogs running around like this is if by chance one of them ran over to a child and knocked it down, and you always have to think about the people who are actually scared senseless of dogs that might be walking in the area too, but generally the dogs all stay together anyway.
    and also you can be liable to a fine as dogs are meant to be on a lead in public places. i have heard they have an offical one in st annes park, where there is an area specifically for dogs to be off leads, went down once but couldnt find it.
