getting a trailer or tow truck? Could be a nice little sideline bringing cars home from the NCT after they fail.
What would the insurance cost for something like that?
Is there any reason not to do it?

Only reason is that you won't get much business. The Indo seems to have got it wrong - there isn't 3 points for just driving away after failing your NCT - it's 3 points for "Driving vehicle before remedying dangerous defect", which was always an offence under the Road Traffic Act 1961, just now it has points as well as the fine it had before.

Reason not to do it - a lot of the people not phased by the previous 1500EUR fine won't be phased by these new penalty points and will continue to drive home.
